The Victorian Department of Health and Human Services’ (DHHS) has created a new Victorian Housing Register (VHR), which involves the creation of a single register of applications for both public housing and community housing.
The register went live in August 2016, managing all vacancies in public housing, as well as referrals to community housing.
CHIA Vic was an active player in the development of the VHR, representing the sector on the department’s VHR Leadership Group and VHR Working Groups. With additional funding from the department, we were able to advocate for the sector specifically in regards to the proposed changes to the Housing Act, the Draft Operational Guidelines, and the development of the VHR allocations policy.
The Housing Act amendments allow the register to be shared with participating registered agencies, including community housing organisations, if they opt-in to the system. The changes also allow for information to be transferred from participating registered agencies to the department.
CHIA Vic is continuing to keep members informed of developments in relation to the VHR and the development of its Allocations Policy, which community housing organisations must opt in to take part. This policy has significant implications for housing organisations.
CHIA Vic has prepared a range of documents below to assist members in their transition, should they choose to opt in to participate in the register, including a Due Diligence Checklist to members to assist them in stepping through the decision making process.
