Community housing is an exciting sector to work in, providing vital social and affordable housing to low-income Victorians. Working in our sector is multifaceted and challenging and there’s a lot to learn if you are new to a tenancy role.

Community Housing Foundations isa training program for new tenancy staff that provides a solid grounding in all aspects of tenancy management. Learn comprehensive tenancy skills and knowledge in an immersive four-day training program, paced over four weeks.

The program has a strong focus on practical knowledge about renter-focused services and the essential technical knowledge for tenancy management. This program is designed to give new staff the building blocks for success in tenancy roles.

The Community Housing Foundations program draws on the extensive library of specialist courses offered by CHIA Vic, developed with expert knowledge of our sector. The program is delivered by expert presenters who will lead informative, engaging and practical workshop sessions.


What you’ll learn:

  • Community housing in Victoria and how it is funded and regulated
  • Aboriginal cultural safety in housing services
  • How to deliver services sensitive to the diverse needs of renters and apply person-centred practices
  • What are the key processes in community housing tenancy management, including rent setting, tenancy sustainment and addressing breaches and disputes
  • How to understand and apply the Residential Tenancies Act for tenancy management
  • How to look after your wellbeing at work

Day 2 – 20 February 2025: online workshop via Zoom

  • Allocations and signups
  • Renter engagement
  • Setting and managing rent

 

Day 3 – 27 February 2025: online workshop via Zoom

  • Maintenance and inspections
  • Human rights and person-centred practice
  • Breaches and other issues

 

Day 4 – 6 March 2025: in person, venue in Melbourne CBD

  • Victorian Civil & Administrative Tribunal
  • End of tenancy processes
  • Wellbeing at work


Self-paced learning is scheduled between workshops (2 – 4 hours per session)


Who is this course for?

The Community Housing Foundations program is designed for tenancy management staff who are new (in their first 8 months) in community housing and/or new to a tenancy management role.


This program features:

Who would benefit from the Community Housing Foundations program?

CHIA Vic has designed this program for new to fairly new tenancy staff (up to 8 months’ experience) in community housing organisations. These might be people new to the sector or have worked in the sector but not in a tenancy management role.


The program would be well suited to new recruits who need to build their knowledge in tenancy management and are keen to establish a career in our sector.


This program would be also helpful for staff recruited from real estate (so not familiar with the community housing management approach) or from a non-housing or non-tenancy community services role who needs to understand the specifics of tenancy management for community housing renters and the processes and rules we need to work with.

What is the length of the program?

The Community Housing Foundations program runs over 4 full days. Two days are in person workshops and two days are live online workshops over Zoom.


 We’ve designed this program to run for four days in order to cover a comprehensive range of essential topics on tenancy management. The program also features lots of exercises and activities to give attendees a really engaging learning experience. That means we need to take time in the learning process.

What is the self-paced component of the program?

There will be three modules of self-paced learning between workshop days, which will provide core reading and exercises to prepare leaners for the live workshop content.


This aims to lessen the time spent in workshops on one-way information giving – avoiding boring lectures! Learners will be expected to complete the self-paced learning modules to get the most out of the program.

How many people can attend?

We want to keep the attendee numbers fairly low, so learners in the program have an enjoyable learning experience. We aim to enrol 12-15 people in the program.

Can I attend part of the program?

No, this course is designed to be a complete learning package and provide a solid grounding in all aspects of tenancy management.    


Our other courses offer training in specific tenancy management topics, and these are scheduled throughout the year.

If the program dates aren’t suitable, will it be run again?

Yes, if we have good demand for the first program in February, we will schedule another program around May/June 2025. We are hoping demand is sufficient to offer the program 2 to 3 times a year.

What is the difference between this program and the Introduction to Community Housing course?

CHIA Vic regularly runs an Introduction to Community Housing course. This is a half day course for a broad audience, introducing the role of social housing and community housing in Australia’s housing system. The course provides a brief introduction to some of the features of community housing.


Community Housing Foundation is a four day in depth program of workshops and self-paced learning across all aspects of community housing tenancy management. The program is specifically designed for newly recruited staff in tenancy management roles to give them a solid grounding in the knowledge and processes needed for their role.

Does this program replace the need to attend other CHIA Vic courses?

The Community Housing Foundations has been specifically designed for new tenancy staff. It responds to a need for better sector induction training. This program is also designed to complement organisation specific induction processes.


By offering comprehensive training in specialist tenancy management knowledge, learners can make a great start in their community housing role and organisations are less reliant on informal on-the-job or from busy colleagues.


Further knowledge can be built, along with on the job experience, by attending one of CHIA Vic’s scheduled half day courses.

Brett Wake Brett Wake
Brett has extensive experience in Community, Social and Affordable housing across the nonprofit sector and Government. He is a past CEO of the Community Housing Federation of Victoria and founding board member of CHIA (Vic). Brett was an executive manager with Community Housing Limited and more recently worked with Homes Victoria as Director Community Housing.
Jason Perdriau Jason Perdriau
Jason is Deputy CEO of CHIA Vic and has fifteen years’ experience in the social housing sector, which has included managing community and public housing programs and leading projects to support the growth and improvement of the social housing sector. Before working in social housing, Jason practised as a solicitor in the private and community sectors, and he has an MBA, Bachelor of Laws and Diploma of Social Housing.
Jordan Heaney Jordan Heaney
Jordan has experience across the private and community sectors, spanning a variety of programs and roles, including transitional, affordable and long term housing, as well as project design, implementation and delivery. She is passionate about empowering staff to provide the best housing services possible. She currently works on delivery of the Community Housing Workforce Strategy at CHIA Vic.
Skye Constantine Skye Constantine
Skye is an experienced practitioner in community housing, public housing, and homelessness services. They have almost 20 years’ experience spanning tenancy management, casework, street outreach, service design, and senior management roles. They are currently completing a PhD exploring the ways that lived/living experience knowledge might contribute to the end of homelessness in Australia.
