Affordable rents are a fundamental feature of community housing. All community housing organisations must have a rent policy guiding how their rents are determined.  Rent policy design can impact affordability for renters and financial viability for organisations.

Rent policies must also operate in the context of legal, regulatory and government policy frameworks.

This workshop will prepare community housing organisations to assess and develop or review their rent policy to ensure it is compliant, consistent and fair, and supports the organisation’s mission to provide affordable and sustainable rental housing.

Learning outcomes

  • Understand the Victorian policy, regulatory and legislative settings within which community housing organisations (CHOs) set rent policies
  • Explain key factors that underlie rent affordability for renters and CHOs
  • Assess how rent policy concepts may be applied in your organisation and impact on outcomes for renter affordability and organisation viability
  • Design an action plan to review and implement organisational rent policies.

Course topics include

  • Complying with regulatory and legislative requirements
  • Accommodating rent requirements for different housing programs
  • Rent setting models – market and income based
  • Assessing renter affordability
  • Identifying desired outcomes and assessing impacts from a rent policy
  • Recognising renter rights and communicating effectively about rent
  • Developing an action plan to create/review a rent policy.

Who is this course for?

  • Community housing staff in policy and quality improvement roles, and senior managers with oversight of tenancy management policy and procedures.

Delivery

  • In person workshop at CHIA Vic training room, 128 Exhibition Street, Melbourne.
  • The course runs for 4.5 hours.

Brett has extensive experience in Community, Social and Affordable housing across the nonprofit sector and Government. He is a past CEO of the Community Housing Federation of Victoria and founding board member of CHIA (Vic). Brett was an executive manager with Community Housing Limited and more recently worked with Homes Victoria as Director Community Housing.
