This half day online session is designed to build local government, planning industry and community housing knowledge and capacity to apply the Planning and Environment Act framework to facilitate an increase in Affordable Housing. It will cover:
- The legislative framework and what needs to be considered in structuring a planning contribution.
- Residential development and Affordable Housing feasibility key concepts and requirements, and their relationship to planning contributions.
- Variables that inform the structure of a negotiated outcome, including the percentage and form of a contribution, market values, the term of use, and discounts.
- Case studies highlighting structures, learnings, and how arrangements have been reflected in planning schemes and agreements.
This session is aimed at:
- Local Government staff – statutory and strategic planners, social planners and housing officers and other officers with an interest in and/or potential involvement in planning agreement policy and/or negotiation.
- Community housing sector staff that want to deepen their understanding of how negotiated planning contributions may be structured and who may be involved in informing and delivering on negotiated outcomes.
- Planning consultants wanting to build their knowledge and who may be working with local councils and/or property owners where Affordable Housing contributions may be sought.
- Property development managers.
This is an introductory, half-day session which will include industry presentations and time for Q&A.
An advanced course will be held in-person on 23 October 2023 that will provide a ‘deep dive’ into case studies and learnings together with a negotiation role play workshop. Whilst the introductory course will not be a prerequisite, facilitators of the advanced course will assume that the material covered in the introductory course is existing knowledge for all participants.
